The State of Ohio’s Minority Business Enterprise (MBE) program is designed to assist minority businesses in obtaining state government contracts through a set aside procurement program for good & services.

Access to Capital
Many small business owners indicate that one major obstacle to entry or expansion of their small business is the availability of sufficient intermediate and long-term capital to support their working capital, and fixed assets requirements.
Apply for the MBE-EDGE Certification
Business owners can file for their certification through the Ohio Business Gateway website.
Minority Business Bonding
The Minority Business Bonding Program provides bid, performance, and payment surety bonds to state certified minority- owned businesses that are unable to obtain bonding through standard surety companies.
Minority Business Loan Program
This program provides fixed, low-interest rate loans to certified minority-owned businesses that are purchasing or improving fixed assets and creating or retaining jobs.

The Minority Business Assistance Centers (MBACs) provide MBE and EDGE entrepreneurs with management, technical, financial and contract procurement assistance in addition to loan and bond packaging services. These services are available without cost to businesses located throughout Ohio and serve the needs of Ohio’s small, minority and disadvantaged businesses.
